| Program Goal: |
A significant annual increase in the percentage of students in grades 3, 5, 8, and 10 will meet or exceed state standards in reading so that by 2005, 80% of all students will meet and exceed state standards for reading. |
| Purpose: |
The Statewide Reading Improvement Initiative provides leadership and support for raising student achievement in reading throughout Illinois through the Illinois Reads Initiative. More specifically, the Illinois Reads Initiative will:
- collaborate with the Early Childhood Initiative to complete year-by-year performance standards and student profiles in reading that will help focus staff development and improved instruction for children 3-8 years old.
- provide greater numbers of teachers and administrators with access to current, research-based resources and statewide professional development about reading instruction in order to improve teaching and learning.
- raise the awareness of school personnel about effective models of early reading intervention and classroom-based assessment and help school districts implement them to reduce student referrals to special education.
- collaborate with the Governor's Office and the staff from ISBE Community and Family Partnerships Division to improve Family Literacy Programs and provide family resources, statewide.

Population and Service Levels: |
The Illinois Reads Initiative affects all public school students, teachers, administrators, teacher preparation programs, teacher educators, and parents. Activities that ensure Illinois students learn to read with accuracy, fluency, and understanding by the end of third grade and that are maintained and increased throughout the students' school careers have been given top priority. In FY02, professional development and resources will be supplemented at grades pre-K through 3 and expanded to address the needs of teachers teaching reading in grades 4 through 9. Professional development includes the Meeting the Challenge Training (K-2), Creating Independence through Student-owned Strategies (CRISS) (312) and Reading Days (Elementary Administrators). Also, classroom instructional resources have been provided to improve reading instruction and achievement through the Reading Kits and ongoing Monographs series.

Performance Measures & Activities |
Reading achievement is essential to a chili's success in school and beyond. There is a strong relationship between early success in reading and faster success in school and beyond (Lynn, 1998). Research suggests that children who are not reading successfully by the end of grade three are not likely to become fluent, successful motivated readers. Research also tells us that all but 3 - 5% of children can learn to read if they are taught early and well (Snow, Bums, Griffin, 1998). There is a compelling research base to inform our efforts to improve reading instruction and achievement in Illinois (National Reading Panel, 2000). The following activities comprise the Illinois Reads Initiative and will provide the framework for ongoing reading improvement for FY02.
- Staff from all 48 Regional Offices and Intermediate Service Centers and Chicago District #299 will participate in trainer-of-trainers training in grade-by-grade reading standards for students ages 3-8 and will provide local professional development and follow-up support.
- A virtual faculty comprised of representatives from Illinois colleges and universities will develop and deliver ongoing professional development to K - 3 teachers in approximately 40 Illinois schools in greatest need. Resulting resources and materials will be made available, statewide.
- 45,000 new reading kits will be developed and distributed statewide to bilingual resource, early intervention/special education and grade three teachers.
- ROE's will provide training for an additional 10,000 educators in K - 2 Meeting the Challenge training.
- New training will be developed and delivered for teachers in grades 3 - 12. Two hundred and fifty trainers wilt be trained and an initial 5,000 educators wilt participate in the first round of professional development.
- The Illinois Snapshot of Early Literacy will be published and distributed for use by classroom teachers in kindergarten and first grade. Statewide professional development and a website will assist teachers in administration, scoring and interpretation.
- The Early Reading Intervention Network, a network of 14 schools and districts with research-based early intervention programs, will be expanded to include up to 25 school and district programs.
- The State Board will continue to develop, produce and distribute print and video resources for teachers, administrators and families and ongoing updates to the Reading Kits, statewide. These resources will also be available through the Illinois Reads website.
